Two Alberta Submissions are Innovative Management Award Finalists

Ottawa, August 24, 2010 – The Institute of Public Administration of Canada (IPAC) proudly presents Alberta Housing and Urban Affairs with the Gold award for the 2010 IPAC Innovative Management Award. The Award recognized Alberta’s goal to end homelessness by 2019. It has shifted the role of government from managing the homeless through emergency shelter to ending homelessness by providing permanent housing and the support needed to break the vicious cycle that many fall victim to. The private sector and community-based organizations are working together to fund permanent housing for homeless a growing population in need. The “Housing First” approach subscribes to the belief that clients cannot address fundamental causes of their homelessness without being first provided with access to safe, secure and permanent housing. When fully implemented, the plan will ensure Albertan’s are permanently housed, with the support they need, within 21 days of using a temporary emergency shelter. Alberta Aboriginal Relations was awarded Bronze. The First Nations Economic Partnerships Initiative is the first of its kind in Canada. This multi-pronged leading edge government-funded initiative focuses on three unique areas: economic capacity building, strategic partnerships and regional economic development. Four years of investment have lead to the support of 109 partnerships with First Nations. A landmark was the unprecedented partnership between the Government of Alberta, 8 Aboriginal communities and IBM Canada. Together, the have expanded, enhanced education, literacy and training. This Initiative has been instrumental in the growth of economic capacities for the Aboriginal communities in Alberta.

New ‘Network of Networks’ to improve public administration

Today the Institute of Public Administration in Canada (IPAC) announced the creation of Public Service Without Borders, a virtual forum for the discussion and sharing of best practices in public administration. PSWB is envisioned as a ‘network of networks’ using the internet and other social media to create a virtual community of professionals involved in all aspects of public administration, in Canada and abroad.

Bryan P. Davies Honoured with 2010 Vanier Medal

Regional Group Excellence Award

The Regional Group Excellence Award and accompanying Wes Black Membership Trophy was presented, this year, to IPAC’s Yukon Regional Group.

Promising New Professional Award

In March 2010, IPAC announced a new Award to add to the litany of prestigious awards IPAC presents recognizing excellence. The Promising New Professional Award was designed to honour an individual who has distinguished themselves in the public sector. Having worked for less than five years, future leaders were nominated by their supervisors from all across Canada.

Ontario’s Quality by Design Initiative: ED PIP - Showing Resilience, Reliability and Results

June 3, 2010, Toronto- A study released today by the Institute of Public Administration of Canada (IPAC) of five acute-care hospitals in the Waterloo-Wellington region highlights the stories of these ‘high performers in the making’ and their respective experiences with ED PIP – the Ontario Ministry of Health and Long-Term Care’s “Emergency Department Process Improvement Program.”

Social Media and Public Sector Policy Dilemmas

In the Spring of 2010, IPAC conducted four roundtables with representatives from three levels of government, and other interested parties across the country as well as some individual interviews to determine the state of Social Media in government. This report entitled Social Media and Public Sector Policy Dilemmas provides the results of the first phase of this study that was generously supported by Library and Archives Canada and the Office of the Privacy Commissioner of Canada. The reports provides concrete recommendations for government action and sets the stage for phase II of this research study.

2010 IASIA OP Dwivedi Award: Call for Nominations

in 2008 the IASIA Board of Management launched the OP Dwivedi Award in honour of Professor O P Dwivedi, Board of Management Member and former IASIA Regional Vice President for North America. IASIA is currently seeking nominations for this year’s award to honour a distinguished international scholar or practitioner for significant contributions to public administration and public policy in the world. In 2008, the Award was given to Guido Bertucci, former Director of the Division for Public Administration and Development Management, UNDESA, and in 2009 to the President of Brazil, Luiz Inácio Lula da Silva. Al Maurer Honoured with Public Sector Award

Alberta Lieutenant Governor the Honourable Norman Kwong presented the Lieutenant Governor's Award for Excellence in Public Administration to Edmonton City Manager Al Maurer on December 3, 2009. Maurer has a career in municipal government spanning more than four decades. His first position in the public service was as a summer student responsible for painting traffic lines on roadways in Edmonton. Immediately after graduating he joined the municipality full time. His skills and abilities led him to progressive positions of leadership until he ultimately became city manager in 2000. Read the News Release

L'Institut d'administration publique du Canada s'est associé à Deloitte dans le but de créer les premiers « Prix IAPC/Deloitte de leadership dans le secteur public ». Ces prix visent à profiler les personnes et/ou les équipes qui ont osé donner à leur organisme une nouvelle orientation, dans la poursuite de meilleurs résultats. Les projets gagnants reflètent l'importance de l'innovation, de la pensée stratégique, du développement de la confiance et de l'esprit d'équipe, de la vision partagée, et de partenariats de collaboration efficaces. Il a été très gratifiant de voir la réponse à ces prix. De fait, nous avons reçu plus de 70 candidatures d'organismes du secteur public au Canada. Dans nos efforts à mettre en avant le profil de l'IAPC dans votre communauté et à reconnaître publiquement tous les paliers de gouvernement et les organismes du secteur public qui ont fait preuve de leadership exceptionnel en prenant des mesures audacieuses pour améliorer le Canada, par l'avancement de la gestion et des politiques publiques, l'IAPC a collaboré avec le Globe and Mail pour produire un rapport spécial sur le leadership et mettre en vedette les gagnants de 2008. L’HISTOIRE ET LE FUTUR DE L’EDIFICATION DES NATIONS, LE ROLE DES ADMINISTRATIONS PUBLIQUES, DES FONCTIONNAIRES ET DES FINANCES PUBLIQUES On ne pouvait choisir moment plus opportun pour examiner le concept de nation. D’une part, l’état nation comme tel semble miné par les forces de la mondialisation. D’autre part, on assiste à une sérieuse résurgence de l’identité nationale partout dans le monde. La marge d’action des responsables publics se situe dès lors quelque part entre ces deux puissantes forces. L’IISA peut apporter à ce thème un large éventail de perspectives, d’expériences et de connaissances. Nos membres sont originaires du Nord comme du Sud, de petits et grands pays, développés ou en voie de développement. L’IISA participe lui-même à l’intensification croissante de la communication internationale tout en respectant les approches proprement locales et nationales. NEW BRUNSWICK PUBLIC SERVICE MAKES A DIFFERENCE IN MALI - By Ellen Barry, Deputy Minister for Tourism and Parks, Government of New Brunswick

Over the past few years, a small team from the New Brunswick Public Service has managed to play a crucial role in improving Mali’s healthcare system. When IPAC International Programs first asked Arnold Kearney and me to serve as co-leads of the Canadian team for the Mali-New Brunswick partnership in the Good Governance Program, we couldn’t have begun to predict all that the partnership would accomplish. By collaborating with our counterparts in Mali, we have helped improve the way that biomedical equipment is procured and managed, implemented strategies for the prevention of nosocomial infections (secondary disorders associated with being treated in a hospital), and spearheaded a country-wide drive to implement a telehealth system. I first became involved with IPAC International Programs when I responded to an email. The organization was looking for human resource practitioners to volunteer for a project in Kenya, and I thought that this would be a great opportunity. Following the submission of my resume, I was selected to be part of a five-person team of human resource practitioners from across Canada. The varying perspectives that we brought from our different provinces and our collective experiences were of great value to the team. The team was fantastic – goal-oriented and collaborative. Janice Cunningham Wins NCR-IPAC Student Essay Prize

Janice's paper, titled Arctic Emergence – Governance Emergency? A Co-management Approach, concerns itself with emerging resource issues in the Arctic, due to the ever-increasing effects of climate change on this fragile environment. With the possibility of an ice-free summer in the Arctic a possibility by 2013, and anticipated hydrocarbon reserves (up to 25% of the world's as yet untapped reserves) becoming "unlocked" in the near future, her paper advocates immediate action to address the issue of governance in this area. The paper discusses three models of co-management and proposes a hybrid model as a possible guide to governance in the Arctic.

CREATING CROSS-CULTURAL FAMILY: IPAC CONSULTANTS BECOME "AUNTIES" TO GHANAIAN CHILDREN

When Judy Cavanagh first accepted the position of Canadian Project Director to IPAC’s Ghana Central Governance Project in 2003, she didn’t think that by project’s end, she would have become “Auntie Judy” to two families of Ghanaian children. During her first year in Ghana, Cavanagh was so busy launching this six-year project – aimed at strengthening the decision-making policy process in the Office of the President, Cabinet Secretariat and key Ministries, Departments and Agencies – that she barely had time to catch her breath. She recalls being moved by the needy, struggling children all around her, and wishing that she had time to help. While driving to her office through the bustling streets of Accra, she would often be approached at a busy intersection by kids selling gum.
