This revised version of the Alan Jeffrey Affair deals with the issues of conflict of interest, ministerial responsibility and administrative secrecy. While the case focuses on a conflict of interest situation in the federal public service, it also provides a basis for assessing the roles of ministers, opposition members, journalists and public servants in managing ethical behaviour in government and for evaluating the utility of written rules for promoting ethical conduct. Several suggested readings provide excellent background reading for understanding the issues raised in the case.
