Four months have elapsed since Peter Mathews accepted a six-month assignment as Acting Director of Immigration, with the mandate of improving the health of the organization and handling a number of management problems. With every approach he has tried, Mathews has reached an impasse. The ten Area and Program Managers resent having an 'outsider' trying to improve their organization. Mathews has organized a three-day 'team-building' session with the help of a skilled facilitator and the begrudging acceptance of his ten managers. With nearly a third of the retreat behind him, Mathews feels he has run out of options. Mathews must now decide what options to consider and what approach to take when he reconvenes with his managers after their extended coffee break.
