Enyinnah Okere

Enyinnah Okere, Chief Operating Officer at Edmonton Police Service

Enyinnah Okere is an experienced Executive with a focus on strategic planning, issues management and government relations. He has held a variety of roles, including Chief of Staff to the Minister of Justice and Attorney General, Chief of Staff to the Minister of Economy, and Executive Director of Strategic Initiatives and Evaluation.

Enyinnah is currently the Chief Operations Officer of the Edmonton Police Service’s Community Safety and Well-being Bureau. In his current role, he provides leadership, vision, and strategic direction in the delivery of services focusing on:

Reducing demand on policing, reducing crime and disorder, with the goal of increasing community safety. He spearheaded the organization's LQBTQ2S+ apology and has led the EPS’ Commitment to Action - the largest ever public engagement initiative with the racialized community. Enyinnah chairs the Alberta Association of Chiefs of Police (AACP) Equity, Diversity, and Inclusion Committee. He is the co-founder of the REET Institute: a social impact platform, offering a unique program designed to train, develop, and mentor high school students to become the next generation of investors, owners, and leaders in the commercial real estate industry. He was awarded a spot in Edify Edmonton's 2021 Top 40 Under 40.

Kelly Rowe

Kelly Rowe, Nous Canada’s Government Sector Lead

Kelly is Nous Canada’s Government Sector Lead. She has spent her career working with the public sector on strategic and operational change initiatives. Her work has involved developing innovative and ambitious strategies and enabling change through implementing service transformation in complex environments. She has worked with clients at the municipal, provincial and federal levels and with post-secondary institutions in Canada.

Recently, Kelly helped lead a major service transformation program during which she drove the design and implementation of user-centred services and supported change through improved organizational structures and processes. Over the past year, she also led the review of a public sector organization to identify ways to improve oversight and management, while focusing on improved services for staff and external stakeholders.

Sandra Hodzic

Sandra Hodzic, Director of Strategic Innovation and Design, Finance and Treasury Board, Government of New Brunswick

Sandra is a passionate leader and creative professional. From civil service to corporate boardroom, Sandra has a deep understanding of the difficult pressures that business and governments face. She builds capacity to help organizations become proactive, to overcome future threats, rather than being disrupted by them. Sandra has a proven track record in navigating complex systems to create positive and unique outcomes. Her focus is on innovation, strategy development and activation, effective stakeholder building, advocacy, transformation, as well as public policy and political consulting.

Tanessa-Boutin

Tanessa-Boutin, Privacy and Access Program Manager, Farm Credit Canada

Tanessa currently works as the Privacy and Access Program Manager for Farm Credit Canada. She has served in various public policy leadership roles across the Saskatchewan provincial public service and is an avid volunteer in her community. Tanessa attended the University of Regina as a CIS student athlete representing the Cougars Track and Field team while obtaining her Bachelor of Social Work. Upon entering the work force, she completed her Master’s of Public Administration in the evenings and simultaneously grew her family. She is a proud wife and mother of three active children and one puppy. Tanessa enjoys coaching her children in the many sports they play and serves on several non-profit boards and charitable organizations. Tanessa is passionate about developing sound public policy, supporting a strong and better community, and truly embodies leaving it all on the table of life.

Khadeja Elsibai

Khadeja Elsibai, Economic Analyst, Office of the Superintendent of Bankruptcy, Innovation, Science and Economic Development Canada Chair, New Professionals Portfolio & Communications lead, IPAC Toronto Region

Economic Analyst, Office of the Superintendent of Bankruptcy, Innovation, Science and Economic Development Canada Chair, New Professionals Portfolio & Communications lead, IPAC Toronto Region.

Khadeja is an analyst in the Business Data & Analytics team at the Office of the Superintendent of Bankruptcy (OSB). In this role, Khadeja uses big data to report statistics and information to internal and external stakeholders, and develop business intelligence tools that support the modernization of the OSB's regulatory compliance programs.

Khadeja is passionate about creating opportunities for public servants to connect & invest in their career & professional development. Khadeja serves as co-chair of Future Leaders of Ontario, the inter-departmental network for new & young professionals employed with the Government of Canada and based in the Ontario Region. Khadeja is also a member of the Board of Directors of the Institute of Public Administration of Canada's Toronto Region Chapter. As a member of the Board, Khadeja leads the communications and new professionals portfolios and supports the delivery of events and programming that aim to promote excellence in public administration.

Khadeja holds a Bachelor of Public Administration, with a minor in French and a Master of Public Policy, Administration & Law, both from York University.

Matthew Cutler

Matthew Cutler, Vice-President, Exhibitions, Canadian Museum for Human Rights

For over two decades, Matthew Cutler has worked with teams and organizations to find strategic alignment through a leadership style that focuses on partnerships, people and performance. His career includes roles in all three orders of government, including four years as an Assistant Deputy Minister in Manitoba’s Public Service, and a decade in Toronto’s Public Service. His work has crossed a variety of sectors—civic engagement, major and multisport games, parks and public realm, open government, human rights, and community development.

As Vice-President, Exhibitions at the Canadian Museum for Human Rights—a federal Crown corporation and the first national museum established outside the national capital region— Matthew works with a dynamic team of curators, researchers, collections managers, designers, digital story-tellers and technicians who are plying their museological skill and experience to create a world where everyone values human rights and takes responsibility for promoting respect and dignity for all.

Recognized with the Manitoba Service Excellence Award, the Toronto City Manager’s Award, the Ontario Medal for Young Volunteers and the Queen Elizabeth II Golden Jubilee Medal, Matthew is currently pursuing a Master’s degree at Royal Roads University with a focus on the role of leadership in building healthy, effective public service organizations.

Helena Gottschling

Helena Gottschling, Chief Human Resources Officer Royal Bank of Canada

Prior to retiring in June 2022, Helena Gottschling was RBC's Chief Human Resources Officer (CHRO) with global responsibility for Human Resources. She was part of RBC's nine member Group Executive responsible for setting the overall strategic direction of RBC – extending to over 86,000 employees in 29 countries.

Helena joined RBC in 1985, holding progressively senior roles in in Retail Banking, Human Resources and National Office, which included postings in Victoria, Vancouver, Calgary and Toronto. She re-joined Human Resources in 2006 and held a number of executive roles before being appointed CHRO in 2017.

In her more than three decades with RBC, Helena distinguished herself as a trusted advisor, a change champion, and a devoted employee advocate – leadership qualities that helped to unlock the potential of RBCers and strengthen RBC’s brand as a top employer of choice on a global scale.

In 2021, Helena was named one of Canada’s Most Powerful Women by the Women’s Executive Network in the C-Suite Executives award category. Helena has supported community organizations over the course of her career, serving on a number of non-profit boards. She is a long-time supporter of the Juvenile Diabetes Research Foundation and has been as a director on the Canadian JDRF Board since 2019. Helena currently chairs the HR Committee and was appointed Vice-Chair in June 2022. She is also a Director of Plan International Canada and is a member of both the Governance and Development Committees.

Helena holds a Bachelor of Business Administration degree from Simon Fraser University in Vancouver, British Columbia. She is married with one son and lives in Kelowna, British Columbia, Canada.

Amsey Maracle

Amsey Maracle, Research Associate for Carleton Centre for Community Innovation with the Rebuilding First Nations Governance research project Canada

Amsey is Mohawk and Plains Cree from Tyendinaga Mohawk Territory in Ontario and Muskeg Lake Cree Nation in Treaty 6 Territory, Saskatchewan.

Amsey recently completed the Master of Public Policy and Administration program at Carleton University, concentrating in Indigenous Policy and Administration. Now she keeps herself busy as a Research Associate for Carleton Centre for Community Innovation with the Rebuilding First Nations Governance research project, a facilitator-in-training with the Centre for First Nations Governance and works part-time in the Chief’s Office in her home community.

Megan Dolo

Megan Dolo, VP Law and Corporate Secretary at Farm Credit Canada

Megan Dolo is VP Law and Corporate Secretary at Farm Credit Canada, a national Crown corporation providing financing and business services to Canada's agriculture, agribusiness and agri-food industry. She has the privilege to lead a fantastic team that work across Canada and are accountable for a wide range of programs at FCC, including legal services, ethics, regulatory compliance, privacy and access to information, government relations and Board of Directors support. Megan participates in her profession and community through volunteer positions on the executive committee of the Canadian Corporate Counsel Saskatchewan South section of the Canadian Bar Association and the Board of REACH, a non-profit organization supporting Regina residents’ access to safe, affordable and nutritious food. In her spare time, she chases after her two busy young sons and enjoys spending time with her family at the lake and travelling.

Kasondra White

Kasondra White, Director of Strategy within Innovation, Science and Economic Development Canada’s Life Sciences and Biomanufacturing Branch

Kasondra White is Director of Strategy within Innovation, Science and Economic Development Canada’s Life Sciences and Biomanufacturing Branch. In this role, Kasondra is responsible for overseeing the development, coordination, implementation, and monitoring of Canada’s Biomanufacturing and Life Sciences Strategy. This role follows Kasondra’s active involvement in supporting a number of the Government’s response efforts to the COVID-19 pandemic related to establishing domestic capabilities. Prior to this, Kasondra was the Acting Director of Consumer Products Manufacturing, responsible for the food and beverage, textiles, and other consumer product industries. Kasondra has a background in a variety of strategic policy areas, including performance measurement and results, general innovation policy, including contributions toward the vision for Canada’s Innovation and Skills Plan, and energy and forest policy.

Prior to her time at Innovation, Science and Economic Development, Kasondra worked spent time in with the Energy Sector and Canadian Forest Service at Natural Resources Canada. She received a Master of Arts with a focus on resource management and climate change adaptation from the University of British Columbia, where she also conducted participatory research on Indigenous health outcomes.

Victor Castellino

Victor Castellino, Manager at Ontario Ministry of Health’s Supply Chain Modernization Branch

Victor is an accomplished health system strategist and policy professional with over ten years of experience leading high profile public policy and transformation initiatives. Currently a manager in the Ontario Ministry of Health’s Supply Chain Modernization Branch, Victor is a champion of value-based care with government experience in health innovation, digital health, integrated care, system planning and supply chain.

Beyond his work as a public servant, Victor is an engineer-turned-policy-wonk, with health sector experience ranging from academia to small biomedical start-ups to health system strategy.

Victor holds a BASc and PhD from the University of Toronto, specializing in biomedical and chemical engineering.
