Cabinet Operations is a non-partisan office within the Office of the Premier that facilitates government decision-making and acts as secretariat to Cabinet and its committees. The overall objective of Cabinet Operations is to ensure that the quality of advice and information presented to Cabinet and its committees is of a high standard, that a full range of options is presented and analyzed in the decision-making process, and that decisions are consistent with the policy, fiscal, legislative, and strategic priorities of government. To fulfil this role, Cabinet Operations acts as the bridge between elected officials and the public service moving information, material and decisions between the two groups.

The Deputy Cabinet Secretary is responsible for oversight of the management of Cabinet's various agendas by providing strategic advice to the Cabinet Secretary on items requiring review by Cabinet and its Committees. The Deputy Cabinet Secretary is also responsible for ensuring that staff and systems function to effectively support Cabinet and Cabinet Committee decision making, and the development and delivery of government’s legislative agenda.

Reporting to the Cabinet Secretary and Deputy Minister to the Premier, the Deputy Cabinet Secretary is a key leadership position within Cabinet Operations that supports the work of Cabinet and its committees, and Cabinet Operations staff who support these key entities and functions. The Deputy Cabinet Secretary serves as the point of contact for Deputy Ministers and Assistant Deputy Ministers and offers strategic advice on corporate priorities; acts as liaison between Cabinet Committees, Committee Chairs and the Premier’s Office; follows-up on Committee direction; provides oversight of Cabinet and Committee agenda planning and management and the coordinating and reviewing of submissions, including advice to ministries on the format and content of their submissions.

The Deputy Cabinet Secretary provides direct and independent advice to the Cabinet Secretary, Premier, Chief of Staff and other senior officials. Advice covers content and timing of the consideration of submissions, Committee agendas, the most appropriate process for consideration of an issue or submission, and effective communication of decisions. They influence the management of the Committee process and must do so in a judicious and sensitive manner.

This role is also responsible for the reviewing and analysing of legislative proposals to support the development and delivery of government’s legislative agenda, and oversees the progress and direction of Cabinet and Cabinet Committees to ensure alignment with government’s strategic direction.

The Deputy Cabinet Secretary provides leadership on a wide range of strategic, challenging and confidential issues requiring agility and rapid, sound responses.

The ideal candidate for this role is an experienced, discrete, collaborative leader with a depth of understanding of government operations and decision-making processes. Thriving in a fast-paced, politically sensitive environment, their exemplary judgement, tact and diplomacy, judgement and discretion make them uniquely able to identify implications in service of strategic provincial objectives and finances. Further, key to this role is building and maintaining collaborative relationships and developing and leading teams.
